A. Well, the maker is my concern because that's who I'm going to get the money from.

One of the areas that has come up during this investigation is the question of fictitious payees; in other words, not real payees, either businesses or individuals, such as padded payrolls and things like that. I guess I'm just asking for your opinion as to how a control can be placed on that properly?
